The dam is located near Arkadelphia, Clark County, Arkansas. Major General Elsworth Davis, chief of the Army Engineers at Vicksburg, John Morrow, Sr., who works for Arkansas river development, Senator John McClellan, John Morrow, Jr. along with many other participants and audience were present.
